The City of Mound is starting the construction portion of the Water Treatment Infrastructure Improvements Project Phase 2. This project includes the replacement and upsizing of water transmission mains from the tower on Evergreen Road, heading east to Bartlett Boulevard and on CSAH 110 up to Old Shoreline Drive (just south of the stoplights).
Proposed improvements include:
- Replacement of existing watermains, mainly by trenchless methods
- Replacement of water services
- Restoration of disturbed pavements, sidewalks and turf areas
What residents should know:
- Location: From Evergreen Road, heading east to Bartlett Boulevard and on CSAH 110 up to Old Shoreline Drive (just south of the stoplights).
- Construction: Spring/Summer 2026
- Resident Impacts: Construction will result in street closures within the project area, and some travel lanes may be reduced to one way each direction to accommodate construction. The City continues to work with the Spirit of the Lakes Festival to provide ongoing access to events during that weekend.
- Timing: The map below shows project stages and approximate timing. Project timing is subject to weather and construction issues.

- Week of July 2:
- The contractor will do necessary hydrant flushing and water quality testing on the new line along Surfside Park. This may cause water discoloration, a notice via RAVE and social media is scheduled for Sunday, July 5th.
- Stage 2 construction is in full swing, with the placement of temporary water and site preparation for digging. More ‘One Way’ signs will also be added to Commerce.
- Clean up and temporary road patching will begin in Stage 3, along Commerce Blvd. in front of Surfside Park, ahead of Spirit of the Lakes. Detours will be removed from Westedge Boulevard on July 15th, once Commerce Blvd. is open again.
- Project completion in Stage 4 continues with curb replacement and turf repairs.
- Week of June 29:
- Next week crews continue wrapping up their work in Stage 4, the area near Sorbo Park. This includes the final connections back to City Water, removing temporary water infrastructure, and patching the roads.
- Pipe bursting will begin in Stage 3, the Commerce Blvd along Surfside Park, on Tuesday.
- Beginning Monday, work in Stage 2, from Barlett Blvd to near Lake Minnetonka Flats, will reduce Commerce Blvd to one lane with southbound traffic only. The first phase of this work will be setting up traffic control and bringing in materials. Milling near dig locations will begin the following week.
- The road closure in front of Surfside Park is still scheduled to open by noon on Wed. July 15 ahead of SOTL setup.
- Westedge Blvd Detour - Four 20 MPH white signs were added on Wednesday, and the speed trailer has been moved.
- Week of June 22:
- Construction will begin wrapping up in Stage 4 which is the streets near Sorbo Park. This will mean finishing service reconnections and beginning the patching of roads.
- Week of June 15:
- Construction continues on Beachwood Road next week and will return to Commerce Blvd/Bartlett Blvd. Please remember that even if you do not see active construction, you should never drive into the project area if signs indicate streets are closed. The Orono Police Department is ticketing drivers who drive through the project area.
- Residents on Evergreen will be switched to City water and temporary water lines will be removed.
- No changes to traffic control or water shutdowns are planned for this week.
- Week of June 8:
- The City has made a decision to lower the speed limit throughout the detour to 20 MPH. Speed limit signs have been installed along the detour route.
- New water services on Evergreen Road will be installed. Once completed and tested, those homes will be disconnected from temporary water.
- Construction work will continue on Beachwood Road and in front of Surfside Park next week.
- Week of June 1:
- Beginning at 7 a.m. on June 1st, a full closure will begin on Bartlett Blvd. Traffic will be detoured, a map of the detour is below. Orono Police Department will set out a speed limit trailer along Westedge Boulevard to help with traffic calming.
- Lower Beachwood Road will experience a road closure during daytime hours. Parking will be set up along Bartlett Boulevard for the day for residents on this road. If you have issues accessing your home, please contact the construction inspector.
- On 6/4 there will be a one-day water shutdown, which will impact the intersection of Bartlett Boulevard and Commerce Boulevard. Drivers should expect slow traffic through this area as the intersection is reduced to one lane and flaggers will be present. Impacted homes on Bartlett and Commerce Boulevards have been notified, and Surfside Bar and the Gillespie Center have been connected to temporary water for the day.

- Week of May 25:
- Work will begin on Stage 3 of the project area (located on the map above in yellow).
- Crews will be working on the shoulders of Bartlett Blvd, in front of Surfside park.
- Signage to indicate road closures will be installed, and a full closure of Bartlett Blvd will begin June 1, and go until July 10.
- Work in the neighborhood near Sorbo park will be ongoing.
- Week of May 11:
- Water shutoffs at Grove Lane and Beechwood Road will begin, and residents will use temporary water. Affected homes will be provided a notice to their door by the on-site construction inspector
- Excavation will happen at the intersection of Grove Lane and Beechwood Road, traffic may experience slows but the intersection will remain open.
- Crews will begin outside watermain connections and pipe bursting within this phase of the project.
