Funding a Water Treatment Plant 
As the City considers a water treatment plan it aims to be a good steward of taxpayer dollars by working hard to secure outside funding sources to support the potential investment in the project. To date, the City of Mound has secured $10.3 million in state funding and $959,752 in federal funding totaling roughly $12.3 million of the estimated project cost of $36 million.

Updates on ongoing funding efforts:February 23, 2026
In February, the City of Mound was notified that as part of the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026 (H.R. 6938) the City has received $1,092,000 of federal funding toward the construction of a Water Treatment Plant. We’re grateful for Senator Klobuchar, Senator Smith and Representative Morrison for their important support in securing this funding

March 12, 2024: 

The United States Senate Committee on Appropriations accepted requests for Congressionally Directed Spending (CDS) items for fiscal year 2024. CDS dollars are an important way in which Senators can advocate for programs critical to the nation, their constituents, and their states. The City of Mound  submitted a funding request to support construction of a water treatment plant and has been allocated $959,752 in CDS funds! A special thank you to U.S. Senator Amy Klobuchar, U.S. Senator Tina Smith, and U.S. Representative Dean Phillips for advocating on behalf of the City of Mound to secure this important funding.

End of 2023 Legislative session: 

In 2023, the City of Mound received $10.3M through state funding of the total $36M estimated project cost for a new water treatment plant. This first tranche of funding will allow the City begin full project design and some of the early-phase work and set the stage for future requests the project progresses over the next several years. More work is being done at the local and state level as it relates to securing more funding to get the project across the finish line – but this first round of funding was a big step and a demonstration of commitment to clean water by the State legislature. 

March 3, 2023:
The City Council and Staff continue to actively work to resolve the elevated manganese issues identified in our water supply. The engineers at Bolton and Menk have re-run the numbers for the proposed Water Treatment plant and due to inflation, supply chains, and market trends; the total cost is now at $36.4 million – making this project even more challenging for the City to fund. We are actively working with Senator Kelly Morrison and Representative Andrew Myers to continue pursuing State funding for this crucial project.  Both Morrison and Myers are supportive of Mound’s need for a water treatment plant to remove the manganese from the water.
