Statutory City
Minnesota law allows for two basic types of cities; statutory and home rule charter. Statutory cities are those that operate under the statutory city code and home rule charter cities are those that operate under a local charter.
The City of Mound is a Statutory Plan B form of government that operates under the City Council-City Manager plan.
City Council
Under the Statutory Plan B form of government, the City of Mound elects a mayor and four council members. The mayor serves a two-year term, and the council members serve four-year terms. All council members have terms that are staggered so that every two years, two positions are up for election. The City of Mound council members are all voted at-large.
All policy and legislative decisions are the responsibility of the City Council. The City Council delegates the administrative duties to the City Manager. The City Manager is accountable to the council for the effective administration of city business in accordance with council decisions.
General Statutory Duties
Statutory duties of the City Council include, but are not limited to the following:
- Adopt ordinances, resolutions, policies, and enter into contracts.
- Approve and adopt the city's financial operations with the advice of staff, including: levying taxes, adopting budgets, issuing debt, and designating depositories.
- Appoint members to standing commissions and committees.
- Plan for the future of the city through comprehensive planning.
- Protect the welfare of citizens through ordinances, fire protection, police protections, roads, utilities, and infrastructure.
- Provide community leadership.
- Act as the Housing and Redevelopment Authority.
Meetings
City Council meetings are held the Second and Fourth Tuesdays of the month. The meeting start time is 6:00 PM and is located in the City Council Chambers at 5341 Maywood Road, Mound, MN 55364.
From time to time, the City Council schedules special meeting workshops. These meetings are posted at least three days in advance on the official public notices page and at City Hall.
Housing & Redevelopment Authority (HRA)
The Mound City Council also serves as the Housing and Redevelopment Authority (HRA). The HRA is a separate legal entity from the City Council and is guided by Legislative statute. The City Manager serves as the Executive Director.
