Tax Increment Financing (TIF) DistrictsThe Mound HRA has authorized the creation of several Tax Increment Financing (TIF) Districts within the city. TIF is a public financing method that is sometimes used to encourage private investment in areas that need revitalization. It is a financing tool meant to support local economic development, redevelopment, and housing redevelopment that would not otherwise occur without assistance.

HRA Taxing AbilityIn Minnesota, a Housing and Redevelopment Authority (HRA) can levy a special tax on taxable property within its area of operation. The tax levy is limited to 0.0185% of the previous year’s estimated market value of all property in the city.
The HRA currently levies a special tax to pay for the city's Transit Center bonds and for costs related to maintenance of both the Transit Center and Harbor District.
